Cop: Article 6 talks extend CDM-Pacm transition period

Negotiations on two decisions relating to carbon trading mechanisms under Article 6 of the Paris Agreement have concluded at the UN Cop 30 climate conference in Belem, Brazil, with countries agreeing to extend the deadline for submissions for projects to transition from the clean development mechanism (CDM) to the Paris Agreement Crediting Mechanism (Pacm).

Countries agreed in the decision relating to Article 6.4, under which Pacm sits, to extend the deadline for authorities to submit approval requests to transition projects from Pacm's predecessor, the CDM, to 30 June next year from the end of 2025.

The decision also called for the mechanism's supervisory body to prioritise work on CDM methodology revisions that could be applied to transitioned projects.

Standards developed by the body should ensure environmental integrity and be based on best available since, the decision stated.

Countries called in the decision for the supervisory body to improve the transparency of its decision-making and to strengthen its stakeholder consultations.

The decision invites countries to "consider reinforcing" capacity building for the mechanism, to allow other countries to make an "informed decision" about whether or not to participate.

The decision on Article 6.2 — which allows bilateral trading of emissions reductions between countries to count towards their nationally determined contributions to the Paris deal — similarly called for UN climate arm the UNFCCC to "identify and provide capacity building needs", particularly in areas found to have "inconsistencies" in the first round of technical expert reviews of the mechanism.

The decision urged countries to address the inconsistencies with requirements in the guidance on the mechanism identified by the reviews, while also calling for the review teams to explain the findings and recommendations to resolve them.

Countries also urged Article 6.2 infrastructure to be implemented "expeditiously", specifically noting "with concern" the status of recording and tracking infrastructure under the mechanism as of the end of last month.

Both decisions call for action to fill the funding gaps for the operationalisation of the mechanisms.
